How to Build, Assign and Export a Response Outline

Walk through the actual browser-local outline tool, with a fictional assignment, owner check, safe export and a clear handoff.

Use the RFP Easy outline builder to make an internal section plan: what belongs in the response, who supplies it and which source instruction it addresses. Start with a non-sensitive reference and the actual buyer instructions beside you. The tool does not read the solicitation, write proposal claims, judge completeness or submit a response. Its useful output is a plan that people can check and act on.

This is a walkthrough of the tool on this website, checked against this release. The worked response below is fictional. Federal rule references apply only where relevant to the actual acquisition.

1. Choose a safe working context

Open the outline builder. The initial example is teaching content. To replace it, choose “Start a blank outline” and use the inline confirmation. Export an existing working outline first if you need to preserve it. Resetting the page cannot delete files you already downloaded.

Fill in the internal response title, buyer or solicitation reference, and the buyer deadline with its stated time zone. Use a short reference such as “Fictional parks support response,” not a pasted confidential requirement. These fields do not independently verify a deadline. Keep internal review dates separate from the buyer’s delivery requirement.

2. Turn one requested item into a section

Choose “Add a section.” Give it a heading that matches the buyer’s requested organization and a source reference. Put the section’s purpose in the planning notes. Assign an owner who can supply or coordinate the input. Record the evidence or input needed and the internal work state. The preview changes as you edit; it is a working view, not an approval record.

A short instruction reference is more useful than “see RFP.” It lets a reviewer trace the assignment without loading sensitive source text into this browser tool. Keep the authoritative documents in the organization’s approved location.

3. Reorder and review the whole response

Use the section controls to move items or remove a section that does not belong. The tool supports up to thirty sections. That limit is a local planning constraint, not a limit imposed by any buyer. If a response needs a more elaborate structure, use an approved project system or divide internal planning deliberately.

Trace each required delivery item into the outline. Then trace each outline section back to its purpose in the request. Confirm separate attachments, permitted appendices and page limits outside the tool. In federal solicitations using the uniform contract format, Section L can organize response parts and Section M describes evaluation factors; the applicable solicitation and agency deviations still govern.

4. Pick the export your recipient can use

Choose TXT for a readable working document, JSON for a structured record or CSV for a spreadsheet. The tool creates downloads in your browser. It does not transmit them to a colleague, an app or a government system. Empty fields stay visible so missing ownership is not disguised as a completed assignment.

CSV values that could be interpreted as formulas receive a protective prefix. Treat any export as an internal coordination record and check it after opening. A downloaded file does not establish that a teammate received it. There is no JSON import in this release; keep exported files as records rather than assuming the page can restore them.

5. Decide whether this device should remember the plan

Device saving is optional. Turn on “Save this outline on this device” only for permitted non-sensitive information in a suitable browser profile. It uses local storage for this site; it is not encrypted document storage or a team backup. Turning it off removes the stored copy while leaving the open working view visible.

Finish with an owner check: who received the exported plan, which version are they using, what input is due, and who will approve the assembled response? Read the local-data explanation and the handoff and receipt guide before treating any internal work state as a release or submission result.
